Fishermen's group slams new rock lobster limits
The West Australian September 24, 2009,
Professional fishermen have predicted "a lot of ruined lives and a lot of people losing their jobs" after the State Government slashed the rock lobster catch by 30 per cent.
Fisheries Minister Norman Moore said new regulations announced today would allow an overall catch of about 5500 tonnes for this commercial season, a 2000-tonne reduction on last year.
Tough restrictions for the 2008-09 season cut the annual rock lobster haul - usually valued at about $300 million - to its smallest in 35 years.
About 7500 tonnes were caught by the season's end in June, well below the annual average of 11,000 tonnes.
Fedele Camarda, of the WA Rock Lobster Fishers Federation, said the changes were not feasible for the average family business.
"I think it's going to result in a lot of ruined lives and a lot of people losing jobs," he said.
Mr Camarda said he would have preferred the situation remain the same as last season.
"These were already the most severe restrictions we've ever started a season on," he said.
The affect the restrictions would have on consumers was unpredictable, Mr Camarda said.
"It's hard to make that assumption, you don't know what's going to happen with market forces," he said.
"In June (last season) prices were low, despite limited stock."
The Minister said he recognised that under the fishery's current input-based management system it would be extremely difficult to manage an exact catch figure.
"The catch range around this target is likely to range between 4,950 and 6,050 tonnes," Mr Moore said.
He said the catch target was set to protect the sustainability of the western rock lobster fishery, smooth the catch and reduce the economic impact of the record low baby rock lobster (puerulus) count in the past three years.
"Poor puerulus settlement in recent years means the number of lobsters available to the fishery is expected to be significantly reduced in seasons 2010-11 and 2011-12," Mr Moore said.
"By setting a target of 5,500 tonnes in 2009-10, it should be possible to maintain a similar catch in the 2010-11 and 2011-12 seasons.
"As well as ensuring there is a more consistent catch over the next few years, it is also important to improve the economic return from the available catch.
"To assist this, separate catch targets and likely ranges will apply to the three fishing zones and for the first and second halves of the season."
The new management arrangements for the commercial West Coast Rock Lobster Fishery's upcoming season also included restrictions on days when fishing is allowed, pots usage and minimum and maximum size changes.
The Minister warned if the catch level in any of the zones differed or appeared it would significantly vary from its target, adaptive management action could be taken.
"Any action will focus on varying the number of days available for fishing in a particular zone, to ensure the catch targets are achieved," he said.
"This approach of varying days fished, rather than unit values, reflects feedback from fishers."
Mr Moore said the 2009-10 season would also mark the first time the Integrated Fisheries Management shares of 95 per cent commercial and five per cent recreational for the rock lobster fishery would be implanted.
